Undrafted left tackle who guarded two franchises for 13 years

Penn signed with Tampa Bay as an undrafted free agent out of Utah State in 2006 and turned a long-shot invitation into a 13-year career at left tackle. He started 189 of the 194 games he played, protecting Josh Freeman for the Buccaneers and later Derek Carr for the Raiders, and he even caught a touchdown pass from Carr on a tackle-eligible play against San Francisco. He earned three Pro Bowl nods, for the 2010, 2016 and 2017 seasons, rare air for a player nobody drafted.

The rating reflected steady, unglamorous work. Penn opened at 61 in the 2007 edition as a raw fill-in, settled into the mid-80s through his Tampa years, and reached 89 in both the 2015 and 2017 editions during his Oakland stretch. It held in the high 80s almost to the finish before slipping to 86 in the 2018 game.
