Terry Moore starred as a running back at Washington High School in Washington, North Carolina, rushing for 4,935 yards over two seasons for teams that went 26-9, earning back-to-back offensive player of the year honors and first-team all-state recognition. He was a three-star recruit and the No. 26 player in North Carolina, according to 247Sports, and he signed with Duke.Moore played running back as a freshman in 2022, carrying 29 times for 128 yards, before moving to safety in the spring of 2023. He broke out in 2024, starting all 13 games and making 71 tackles, seven tackles for loss, a sack, four interceptions, six pass breakups and two forced fumbles, and he was a second-team All-ACC pick, a second-team All-American by the Action Network and an Academic All-ACC selection. He tore his ACL in Duke's Gator Bowl loss to Ole Miss and missed the entire 2025 season, and he graduated with a sociology degree in May 2025.
Moore transferred to Ohio State in January 2026, reuniting with safeties coach Matt Guerrieri, who had recruited him to Duke, as the Buckeyes looked to replace Caleb Downs. Ryan Day called him a dynamite, electric player with a lot of range. He opened the season as a backup free safety and made five tackles in the first three games, but he has not appeared in a game log since 19 September, and no reason has been reported.

Moore is an instinctive, ball-hawking safety whose 2024 season at Duke was one of the best in the ACC. He made 71 tackles, seven tackles for loss, four interceptions and two forced fumbles, and he was a second-team All-ACC pick and an Action Network All-American. A former running back and kick returner, he has natural ball skills, and Ryan Day has called him a dynamite, electric player with a lot of range. He also made seven tackles for loss that season, showing his ability to play near the line.He has also shown maturity off the field. He graduated from Duke with a sociology degree, earned Academic All-ACC honors and reunited at Ohio State with Matt Guerrieri, the coach who recruited him to Duke. His experience at running back also helps him read the backfield, and his special teams background as a kick returner adds to his value for an NFL roster.
However, his medical file and role are major questions. He tore his ACL in the 2024 Gator Bowl and missed all of 2025, and this season he has been a backup, making five tackles in the first three games before disappearing from the game logs after 19 September without a reported reason. He also missed 13 tackles in 2024, and his timed speed is average, which limits his range against vertical routes. Teams will want medical clarity before investing a pick in him.
