Following high school, Kipper opted to join Oregon State.In 2018 as a freshman Kipper saw action in just 3 games and played a total of 47 snaps for the Beavers. He allowed just one QB hurry, 2 QB hits, and no sacks while playing at left tackle.
As a sophomore in 2019 he played in 12 games and a total of 818 snaps. He conceded an unipressive 16 QB hurries, 5 QB hits, and one sack while playing at right tackle.

Scouting Report: Strengths
- He's infinitely coachable and athletically gifted with the ideal frame, physique, weight distribution, knee bend and hand strength to be molded into a special blocker.
- Is effective when asked to pull, showing the agility, speed, and overall range to get out as a lead blocker, where Kipper locates defenders and shows the ability to adjust and land blocks against linebackers.
- He’ll appeal to man-blocking teams, and he’s a fairly high-upside developmental pick when considering his value in the run game.
- Kipper does a nice job working with teammates to build the pocket, anchoring against bull rushers and displaying good awareness against stunts and twists.
- Has broad shoulders and flashes the playing strength and power to overwhelm at the point of attack.
- Shows the speed to recover and slide back into his set but gets too narrow-based. Has jackhammer hands and delivers constant hits until the play is over. Has light, quick feet sliding but only adequate overall burst.
Scouting Report: Weaknesses
- Can look a little shaky in pass protection against speed-to-power, as his upper and lower body aren’t always coordinated.
- Although Kipper does have the physical traits of an NFL tackle, he might play too high to be a candidate to transition to guard.
- He’ll occasionally stop his feet when delivering a punch, and he doesn’t play with ideal balance when moving back into his set. He’ll often struggle to mirror if he can’t win early on passing plays.
