Parker Washington from Fort Bend Travis High School was rated a 3-star recruit by ESPN and handed a 4-star grade by 247 Sports. After high school, Washington opted to join Penn State over offers from Wisconsin & Nebraska.In 2020 as a freshman Washington saw action in 9 games for the Nittany Lions as he made 36 receptions for 489 yards for an average of 13.6 yards per reception, with 6 TDs, and an outstanding QB rating when targeted of 116.2.
As a sophomore in 2021 he played 13 games and made 64 catches for 820 yards for an average of 12.8 yards per catch, with 4 TDs, and QB rating when targeted of 114.5.
After playing his two previous years as a pure slot receiver as a junior in 2022 he played a quarter of the snaps as an outside receiver and in 10 games and hauled in 6 catches for a 611 yards for an average of 13.3 yards per catch, with 2 TDs, and a solid QB rating when targeted of 89.9.

- Solid athletic WR who has the powerful frame of a running back
- He’s also a catch-and-run threat, a creative runner who has good vision in the open field; he’ll be an option to return kicks as well - returned 19 kickoffs in 2022.
- Has a knack for getting open and is a quarterback's best friend - passers just need to toss the ball in his area and he'll come down with it.
- Has NFL bloodlines is the cousin of Titan's QB Joshua Dobbs
- Washington has reliable hands and shows the willingness to make catches in traffic over the middle.
- He has strong hands and is extremely competitive, and Washington has an innate sense of timing when it comes to elevating and high-pointing balls.
- He’s extremely dangerous in the open field, showing the vision and creativity to run through entire defenses.
- Washington has the athleticism, quick feet, and functional strength to set the edge and open running lanes.
- Shows the ability to adjust to balls thrown behind him, as well as a knack for digging out low throws.
Scouting Report: Weaknesses
- Has very little experience as an outside receiver - and will be viewed as a slot-only prospect
- Washington seems comfortable in traffic to the point where he doesn’t make the effort to create separation.
- Not a great route runner and also has a limited route tree
- Has struggled facing press coverage - hasn't shown the ability to separate consistently
- Physically, he profiles as a guy who should have success facing the quarterback, but he struggles to gear down and make the necessary sharp cuts to create separation underneath.
- Has a limited catch radius - has only average length/arm length as well as not displaying an extra gear
Scouting Report: Summary
Parker Washington has been a good college slot receiver who produced good although not great numbers at Penn State. He's got good athletic ability along with decent speed, soft hands and a running back's build - he however isn't a great route runner and doesn't offer an option as an outside threat and lacks a second gear to create separation deep.He will likely be viewed as a slot/third receiver/kick returner at the NFL level. Expect him to be selected in the third or fourth round of the 2023 NFL draft.
