Following high school, Scruggs opted to join Penn State.In 2018 as a freshman Scruggs saw action in just one game and played a total of 3 snaps for the Nittany Lions. As a sophomore in 2020 he played in 7 games and a total of 166 snaps. He conceded just one QB hurry, no QB hits, and no sacks while playing the majority of his snaps at right guard, and the rest at left guard.
