Clark Phillips III attended La Habra High School where he played both receiver and corner and was rated a 4-star prospect by 247 Sports with a scout's rating of 0.970. Following high school, Phillips III opted to join Utah after being initially committed to Ohio State and heavily recruited by all the top programs.In 2020 as a freshman Phillips III saw action in 5 games and played a total of 337 snaps at cornerback for the Utes. He recorded 26 tackles, 2 assists, while adding 9 stops. In coverage Phillips III notched up a pass breakup, one interception, and a QB rating when targetted of 99.3.
As a sophomore in 2021 he played in 14 games after being given the starting role and logged 928 snaps for the Utes. He made 59 tackles, 4 assists, and had 18 stops. In coverage he totaled 9 pass breakups, 2 interceptions, and a QB rating when targetted of 81.5.

Scouting Report: Strengths
- Plays much bigger than his size - isn't threatened by bigger receivers. Locked down Drake Jackson last year and has only improved in 2022
- Great hands with impressive timing to bat passes away
- Displays excellent lateral agility - can cover the slot on slant patterns sideline to sideline with confidence
- Changes directions with ease and has the frame to hold up at any spot in the secondary.
- Great competitor with a high football IQ and a student of the game who gives it all
- Reads the QBs eyes and rarely is taken in by the play or pump fake
- A real bawl hawk who manages to come down with the ball in key situations - has scored 4 pick sixes
- Has quick feet and excellent change-of-direction ability, capable of mirroring quickness underneath.
- Phillips can flip his hips and run, with good top-end speed and the length to make plays on the ball.
- Fits best in a zone system at the next level due to size and ability to close to the ball.
- Flashes good ball skills. Phillips has the fluidity and change-of-direction ability to mirror quicker receivers underneath.
Scouting Report: Weaknesses
- Inconsistent getting off of blocks. Can be a step slow to react when a quarterback comes back to his side of the field late in progression.
- Short corner standing just 5-9 and weighing in at 184 lbs without an outstanding vertical - may become a liability in the red zone at the pro level
- Has limited athletic ability -demonstrated at the combine.- you rarely see a small corner with his combination of height, weight, speed, and jumping ability drafted in the top half of the draft
- Has displayed inconsistency as a tackler. Missing way more than you would hope for especially for a player with such a good understanding of the game
- NFL quarterbacks may take advantage of his aggressiveness in man and zone to eye up short routes and go over the top
- A little better in zone coverage than in press coverage, when he can look shaky and unsure when transitioning out of his backpedal especially against the faster receivers
Scouting Report: Summary
Clark Phillips III has proved to be an excellent and highly productive college corner at Utah. He's super competitive with a natural instinct in coverage and is happy playing both man and zone. He also is surprisingly good in run defense considering he's somewhat undersized. And that's where the main issue with Phillips lies - he's small and has no elite athletic traits - runs a very average forty, has a vertical jump in the 14th percentile, and a shuttle in the 16th.
