The Raiders drew a line under the quarterback search with Mendoza: B-. The Raiders looked at the value chart, folded it up, and took James Brockermeyer at pick 219 regardless, 88 picks early. It does the job without flash, and the B- reflects it.
Whatever Fernando Mendoza becomes, the front office has tied its fortunes to the answer. A whole weekend of picks and edge rusher is somehow still a want. That Muhammad pick is the receipt they will wave around later.
