The Bills put a flag in the ground for Jay Higgins, 28 picks before anyone else would have, and the value took the hit.

The Hill pick is fine in a vacuum, less so with offensive lineman, safety and other spots still on the board. For all the activity, offensive lineman went untouched, which is hard to explain. On the needs board they went 5 of 9, with linebacker the one that mattered most.

If Donovan Ezeiruaku and a couple of the gambles land, hindsight will be kinder than this grade.
