They finally answered the question that shadows every other one. Fernando Mendoza is the Raiders' quarterback, full stop. No fireworks, but a solid B-.

Every board in the league had Payton lower, and that gap is the story. The Allar pick is the one they will point to when this weekend is judged.

Leaving wide receiver unaddressed is the roster risk they will have to answer for in the fall.

In short, they left a little better than they arrived, which is the whole idea.
