The Bears got the worse of every deal, and it shows in the D. You can lose a draft before you make a pick. The Bears did it at the trade table, overpaying to chase players the board did not price nearly as high. Put together, it is a D.
They will need Campbell to outplay his draft slot in a hurry to justify it. The running back hole is the one line item this class does not answer.
They banked enough surplus on McCoy to cover a lot of smaller sins.
In short, the board sent warnings, and they will be hoping it was wrong.
