There was a run on nobody at that position, and the Steelers started one anyway for Jamaree Caldwell, 46 picks ahead of schedule. They moved the roster forward and banked a B+ for it.

Getting Howard where they did is the sort of value that quietly makes a class. They covered a lot of ground and still skipped tight end, which is a strange place to end up.
