After high school, Westover opted to join Washington.In 2019 as a freshman Westover saw action in 13 games for the Huskies as he made 3 receptions for just 9 yards for an average of 3.0 yards per reception, with one TD, and an excellent QB rating when targeted of 118.8.
As a sophomore in 2020 he played 4 games and had just one catch for 9 yards for an average of 9.0 yards per catch, with no TDs, and QB rating when targeted of 62.5.
As a junior in 2021 he played 7 games and hauled in just 6 catches for just 56 yards for an average of 9.3 yards per catch, with no TDs, and QB rating when targeted of 83.6. As a pass blocker he gave up one pressure and one sack.
